The Double Oak Storm Tex Stormwater Quality-Management Professionals and Consultants


Brad has earned his designation, among select thousands in the world, as a Certified Professional in Erosion & Sediment Controls (CPESC) as well as his designation as a Certified Erosion, Sediment and Storm Water Inspector (CESSWI), lending his experience and training to his customers to consult them in all of their storm water needs.

Brad has been invited to speak on storm water and erosion control issues in San Diego, CA; Nashville, TN; San Antonio, TX; New Orleans, LA; Fort Worth, TX; Bella Vista, AR; Houston, TX , Portland, OR and College Station, TX, Austin, TX, Plano, TX as well as internationally in Antigua, Guatemala and in San Jose, Costa Rica. Brad was nominated for a Texas Commission on Environmental Quality (TCEQ) Texas Environmental Excellence Award in 2015, 2016 and 2018

He was awarded the International Erosion Control Association (IECA) Young Professional of the Year aIECA Young Professional of the Yearward in 2014.  And he was recognized as 1 of the 14 New Wave of Industry Leaders ​in 2015 by Storm Water Solutions Magazine which stated that

Additionally he served as President and has also served as the Administrative Vice President of the South Central Chapter of the International Erosion Control Association. Brad has served as the Region 6 Chapter President for EnviroCert International serving all certifications in Texas, Oklahoma, Louisiana, Arkansas and New Mexico. He has served as the Region 7 Representative for the CPESC, Inc group as well as the Technical Vice-Chair for the Council, and has served as the Chair of the Education Committee: Stormwater Management Track for the IECA Region 1, which encompasses North America, South America & Europe, of which he is still a committee member. He is an IECA Mentor as well, and also serves as a TCEQ EnviroMentor. And Brad was nominated for the IECA (International Erosion Control Association) 2015 Outstanding Professional Award. Brad has also been nominated for a Houston Business Journal’s 40 Under 40 Award in 2017.

He also served as a member of the Policies and Procedures Committee for EnviroCert International (ECI) and was part of the committee which helped create the CPISM program (Certified Professional in Industrial Stormwater Management). Brad has been involved with Stormwater Quality Management since 2004 where he learned about permitting, turf establishment, erosion control and detention pond maintenance.


He has since then continued to learn and develop his storm water knowledge and skills and is now a speaker at many conferences sharing his expertise. His attention to detail and depth of knowledge about structural control devices, vegetative stabilization and best management practices are a valuable asset to both Storm Tex and his clients. His wife is his high school sweetheart, and they have been married for over 12 years and have 3 sons; a 9 year old and a 4 year old and an infant. Brad is also in active leadership at his church and frequently goes on mission trips to drill for water in rural villages in Honduras and is the Director of Hands and Feet Honduras, a non-profit missions organization.

Brad has presented in Spanish about erosion and sediment control as well as stormwater management to professionals, technical experts and engineers at the CICES VII/ Iberoamerican Chapter of IECA Conference in Antigua, Guatemala and then in Spanish to environmental and civil engineering students at UNED (State University of Costa Rica) in San José, Costa Rica about erosion control and stormwater management. Half Moon Education

Brad has been asked to present for HalfMoon Education numerous times about stormwater management, MS4 Phase II permitting, and monitoring and inspections for stormwater systems as well as Erosion and Sediment Control.

He has also been recruited to be a presenter and subject matter expert for stormwater management and erosion & sediment control for StormwaterONE.com, the leader in online training and credentialing for the stormwater industry.

Brian comes to Double Oak Storm Tex as our resident engineer and partner with over 10 years of storm water experience.  He has also assisted in drainage projects, erosion control and repair sites, as well as permitting and consulting.  He is an alumni of South Dakota State University and is originally from Minnesota. He is married to his high school sweetheart and they have 2 daughters and 1 son.

ics. For over 10 years Max worked to complete numerous tasks before tackling the lead role for the City of Hot Springs Municipal Separate Storm Sewer System permit implentation. He provided implementation and oversight of the City’s Stormwater Division, Stormwater Management Program and the Stormwater Drainage Utility Fund. He was in charge of keeping the city in compliance with state and federal regulations including code enforcement with relation to stormwater management. He was the Hot Springs primary liaison with ADEQ, EPA, Garland County, and any other agencies associated with the operation of the Stormwater Management Program. Among the many things he did on a daily basis he oversaw storm sewer infrastructure upgrades, repairs and projects funded by the Stormwater Utility Fund. He helped establish ordinances, regulations, and operating procedures for the Stormwater Management Program. And he reviewed and approved submittals of stormwater pollution prevention plans (SWPPP), water quality plans, and detention/retention plans by developers and contractors on behalf of the City of Hot Springs.

He particularly enjoys the promotion of education and conducting training 

seminars including demonstration and training of customer, contractors, employees. He is a Certified Floodplain Manager. He has also earned his designation as a Certified MS4 Specialist and a Certified Erosion, Sediment and Storm Water Inspector. Max joined Double Oak Storm Tex in 2017 as Industrial Services Project Manager.

Lauri Nelson

Lauri is an invaluable member of the Double Oak Storm Tex team.  She handles the coordination of all the permit renewals for our clients.  Lauri is trustworthy, efficient and drives herself to doing a better job each day.  She works with operations and the project/account manager of each site to get the permits renewed on time and as smoothly as possible. As a native Houstonian, she has seen her fair share of flooding and enjoys the small part she plays to protect her hometown from its effects. Lauri also volunteers her time as an advocate for survivors and victims of human trafficking in Greater Houston and abroad.

As a Certified Stormwater Inspector (CSI) from the National Stormwater Center, Mike is focused on stormwater permit compliance as the key to restore and maintain the waters of the United States.  Mike is married and has 4 children.  Mike enjoys the outdoors and working out with friends.

Kim joined the Double Oak Storm Tex team in 2016. Her role is to support the efforts of the project managers, compliance, operations, accounting and executive team leaders. She has arguably one of the most important positions on our team as a go-to person for administrative tasks and organizational duties. Kim has 3 sons.

Laura comes to Double Oak Storm Tex as an employee of Double Oak Erosion.  She is tasked with helping finish out projects by collecting payment from our customers as well as sending payment to our vendors, suppliers and subcontractors.  She is married with one girl and one boy.
